Analysis

Gov. Maura Healey (D) is comfortably favored for a second term in deep-blue Massachusetts. Her opponent, Mike Minogue (R), is an Army veteran and former Abiomed CEO who has put more than $15 million into his campaign. His policy blueprint calls for an outside audit of the state budget, a gas tax holiday when prices top $4 a gallon, cutting state-mandated utility fees, canceling the net-zero mandate, and ending sanctuary policies and cashless bail. Andrea James (I), a criminal justice advocate, qualified for the ballot.

Healey is centering the race on President Trump: she blamed his policies for having "raised the cost of everything" and invoked him 13 times in their final debate on October 15, after more than 30 mentions in the first. Minogue pressed for a gas tax cut, faulted her for blocking natural gas pipelines as attorney general (on October 1 she asked the Trump administration to speed gas expansion into the state), and called her response to a sexual assault case at a state police barracks "unacceptable"; they also sparred over abortion. Days later, Minogue's running mate, New Bedford City Councilor Shawn Oliver, suspended his campaign after his arrest on a drunken-driving charge; Minogue said he would ask for Oliver's resignation if the ticket wins.

The rating is MultiState's consensus, the average of the Cook Political Report, Sabato's Crystal Ball and Pluribus News. Polling is the RealClearPolling average where one exists.
