Ballot measures

MeasureWhat it doesType
Question 1Public Records Requirements for the Legislature and Governor's Office Initiative
Subjects most records held by the state Legislature and the Governor's office to the public records law. Both are currently exempt.
Initiated State Statute
Question 2Permit Collective Bargaining for Public Counsel Services Employees Initiative
Lets employees of the Committee for Public Counsel Services, the state public defender agency, bargain collectively by treating the agency as a public employer.
Initiated State Statute
Question 3Top-Two Primary Elections Initiative
Replaces party primaries for state offices with a single all-candidate primary where the top two finishers advance to the general regardless of party. Governor and lieutenant governor would run as a joint ticket in the primary.
Initiated State Statute
Question 4Permit Same-Day Voter Registration Initiative
Permits voters to register on Election Day, replacing the current pre-election registration cutoff.
Initiated State Statute
Question 5Change State Tax Revenue Limit Initiative
Rewrites the 1986 Chapter 62F tax cap so the annual revenue limit grows with the three-year average of wage and salary growth, making the cap easier to hit and taxpayer rebates more frequent.
Initiated State Statute
Question 6Establish the Nature for All Fund Initiative
Directs half of the sales and use tax from sporting goods, recreational vehicles, and golf courses (all of it after July 2028) into a dedicated Nature for All Fund for land and water conservation, overseen by a 15-member commission.
Initiated State Statute
Question 7Limit Required Lot Size for Single-Family Homes Initiative
Requires municipalities to allow single-family homes by right on residential lots of at least 5,000 square feet with 50 feet of frontage and public sewer and water, preempting larger local minimum-lot-size zoning.
Initiated State Statute
Question 8Eliminate Recreational Marijuana Sales and Allow Limited Possession Initiative
Would repeal the state laws that license and regulate recreational marijuana sales, shutting down Massachusetts' adult-use cannabis market, and would end the right of adults 21 and older to grow marijuana at home. Limited personal possession by adults would remain legal, and the medical marijuana program would be unaffected. The measure reverses the retail-sales framework voters approved in 2016 as Question 4; licensed adult-use sales began in 2018.
Initiated State Statute
Question 9Firearm Regulations Referendum
Uphold the legislation, An Act Modernizing Firearm Laws (H. 4885), passed in 2024.
Veto Referendum
