Billy Culleton

Billy Culleton serves as Manager, Strategic Government Relations, and has been with the company since 2017. Building off his experience working with state legislators and coalitions, Billy plays an integral role in managing day-to-day services for numerous MultiState clients, including developing communication materials, managing relationships with state policy organizations, and advising on state government engagement. Upon arriving at MultiState, Billy developed content for the Council of State Chambers of Commerce's (COSC) weekly policy newsletter, which was distributed to all state chamber government affairs personnel. Billy also assisted COSC in implementing internal association management initiatives to better connect members and organizational best practices. In addition to his work with COSC, Billy manages communication and government relations strategies for coalitions focused on state tax sales tax, renewable energy, privacy, and data security, and health care. Billy has also played an active role in state policy and government affairs organizations like the American Legislative Exchange Council (ALEC), Council of State Governments (CSG), and Washington Area State Relations Group (WASGR). Billy has led and executed efforts to advance client's policy goals in state government groups as well as directly advocated for clients in statehouses and on Capitol Hill. Prior to working at MultiState, Billy served as State Outreach Associate at the Mercatus Center at George Mason University, where he managed external relations with state legislators, governors' staff, and other policy stakeholders. His previous experience also includes serving as a Policy Analyst at the Charles Koch Institute and as a press and communications assistant on a U.S. Senatorial campaign. He holds a Bachelor of Science in economics from George Mason University and a Master of Public Policy from George Mason University's Schar School of Policy and Government. In his free time, Billy enjoys road cycling, playing guitar, nerding out on American and British history, and backpacking around the Blue Ridge Mountains.
