Max Rieper

Director & Counsel, Technology & Privacy Policy

Max Rieper has been with MultiState for two decades and specializes in technology and data privacy-related policy issues. He regularly publishes insightful commentary on state policy developments on these and related issues. Max’s work undergirds multistate.ai, which covers the state and local policy action related to artificial intelligence. He is regularly quoted in publications such as Pluribus News and Stateline and presents to industry groups and MultiState clients.

Max has worked on a number of other issues during his long tenure with MultiState, including telecommunications, transportation, alcohol regulation, and gaming. He previously worked for the Kansas Legislature, evaluating the effectiveness of state government programs. There he contributed to several published reports, including an evaluation of state tax incentive programs. Max has also worked for the Kansas Department of Health and Environment, drafting regulations and serving as a liaison to the federal Consumer Protection Safety Commission.

A licensed attorney, Max earned his bachelor's degree in political science from The Ohio State University, a law degree from the University of Kansas, and a master's degree in public administration from the University of Missouri-Kansas City. His work has been cited by the Brennen Center for Justice and the Center for American Progress. Max also serves as editor of "Royals Review,” a blog about the Kansas City Royals baseball team, and he has made numerous radio appearances, including a spot on NPR's "Morning Edition."
