As a result of the COVID-19 pandemic, some 2021 state legislative sessions will be held virtually instead of in-person. The map below shows the manner in which state legislatures will be meeting for the 2021 sessions — in-person, virtually, or a hybrid model. Many states have not yet made a determination, but we are monitoring official actions and press coverage and will update this resource as new information becomes available.
We are also monitoring other related information and collecting it in the linked Google spreadsheet, including:
- Access to legislative buildings. If lawmakers are meeting in-person, is the public able to enter legislative buildings?
- Mask requirements. If buildings are open to the public, are masks required?
