Joe Crosby, MultiState Principal
MultiState’s Tax Policy practice is led by principal Joe Crosby, a nationally renowned state and local tax policy expert.
Prior to joining MultiState in 2011, Joseph spent 11 years with the Council On State Taxation (COST), an association representing 600 of the nation's largest companies on state and local business tax issues. Joseph served COST as Chief Operating Officer and Senior Director, Policy. In addition to his operational responsibilities, Joseph managed all aspects of COST's advocacy program and regularly testified before state legislatures and other state and national policy-making bodies.
In 2011, he was identified by State Tax Notes as the “single most influential person in state taxation” and named as the publication’s inaugural Person of the Year.

Maureen Riehl, Principal & Counsel
In 2015, Maureen came to MultiState after four years at the Council On State Taxation (COST), where she served as COST’s head of federal and state government affairs. She was the primary link to all elected officials and worked in tandem with colleagues at the State Chambers of Commerce and other state business groups to promote sound tax policy on behalf of multistate taxpayers.
While at COST, Maureen led the active Mobile Workforce Coalition efforts to modernize non-resident state personal income tax rules. She represented COST before federal lawmakers and numerous state policy groups.
Ryan Maness, Senior Policy Analyst & Tax Counsel
Ryan Maness joined MultiState in 2012 and now serves as a Senior Policy Analyst and Tax Counsel. His prior experience includes serving as policy analyst for the Colorado House of Representatives, contract attorney for the Colorado Conflict Defender's Office, and intern for the Democratic Congressional Campaign Committee.
Liz Malm,Senior Policy Analyst & Economist
Liz joined MultiState as a Senior Policy Analyst and Economist in 2015. Prior to this, she served as an economist in the Tax Foundation's Center for State Tax Policy for three years.
