Rachel Arnold is Senior Director of Issue Management at MultiState Associates, having re-joined the firm full-time in 2012. She previously served MultiState in multiple roles, including as a Policy Analyst for nearly 14 years. Her prior experience includes seven years at the National Apartment Association, where she served as the Director of Public Affairs.
During her time at the National Apartment Association, she was responsible for working with approximately 80 state and local affiliated associations and was the point of contact for media relations on state and local policy issues; producing legislative testimony and issue talking points; providing public affairs strategies for affiliated associations; representing the association at CSG annual meetings and serving as a member of the Public Safety and Justice Task Force; participating in writing a note on Methamphetamine Remediation and Restitution, which was included in the 2006 CSG SSL; acting as a founding board member of the National Impact Fee Roundtable (now known as the Growth & Infrastructure Consortium) and serving as its conference chair in 2006.
Rachel was also a contributing editor and author to UNITS magazine and had many speaking engagements before state and local policy organizations, at NAA national meetings and other public
policy organizations and associations.
Rachel holds a Bachelor of Arts in political science from Hope College.
