Lee Cowen’s title at MultiState is “Founder, Cowen Consulting,” reflecting the successful state government relations business he started in 2012 and grew until he and Nicholas Evans joined MultiState in 2026. Together, they made the move to better serve their existing — and future — clients with MultiState’s comprehensive and complementary suite of services.
A former Majority Counsel to the U.S. House Budget Committee, Lee has spent the bulk of his career providing companies and nonprofits with strategic advice and tactical implementation to educate governments in pursuit of mutually beneficial outcomes. He brings a proven track record of helping organizations advance their federal, state, and local policy and procurement priorities. With trusted relationships across the country and in Washington, D.C., Lee supports stakeholder engagement at both national and regional levels. He helps educate key decision-makers on emerging issues and accelerates momentum for proactive policy or procurement initiatives across multiple jurisdictions.
Lee left home at 17 to spend a year studying and traveling in Israel before returning to earn his undergraduate degree from Brandeis University and his law degree from Emory University. Family is everything to Lee, from his wife, three wonderful children, and precious granddaughter to his “travel family” on the state government relations circuit. When he’s not working or spending time with family, Lee is on a quest to visit all 63 U.S. National Parks.
