Troy Flanagan

Vice President

Troy Flanagan joined MultiState in 2026 as Vice President and leads the firm's Consumer Industry practice within Strategic Government Relations. He works with retailers, restaurants, hotels, convenience stores, and consumer goods companies, along with the trade associations that represent them, on state and local policies that affect their operations and bottom lines.

Prior to joining MultiState, Troy spent more than a decade at the American Hotel & Lodging Association (AHLA), most recently as Executive Vice President of External Government Affairs and Industry Relations. He built AHLA's state and local advocacy program and brought hotel owners, management companies, and general managers into policy conversations across the country. That work also put him in regular contact with local leaders and organizations such as the U.S. Conference of Mayors and the National League of Cities.

Before AHLA, Troy was a partner at a boutique public affairs firm, where he focused on government affairs for consumer-facing clients. His earlier roles include positions with the International Franchise Association, ConAgra Foods, Consumer Brands Association, and the International Bottled Water Association. He began his career in the Florida Legislature.

Troy earned a bachelor's degree from the University of Florida and a master's degree in International Commerce and Policy from George Mason University. He also serves on the Industry Advisory Board of the University of Florida's Eric Friedheim Tourism Institute and is a graduate of the U.S. Chamber of Commerce Institute for Organization Management.

Throughout his career, Troy has helped businesses and associations strengthen their advocacy by building relationships, engaging stakeholders, and connecting policy priorities with real-world business needs. He brings that perspective to MultiState, helping clients navigate state and local government and build support for their priorities.
