Maureen B. Riehl

Principal & General Counsel

Maureen is Principal and General Counsel with MultiState Associates. She joined the firm in October 2015, and leads the firm's Strategic Government Relations Practice, providing custom solutions to clients utilizing all the unique tools and team members at MultiState. As a recognized advocate, Maureen has more than 30 years of state and federal coalition and association management, communications, media, and public affairs experience. Maureen's team supports the state affairs efforts of several MultiState clients and managed coalitions, including: the Mobile Workforce Coalition urging Congress to modernize nonresident state personal income tax rules; the Student Sports Protections Alliance (SPAN) urging states to pass laws to protect student sports; the Principled Sports Betting Alliance (PSBA) to coordinate state efforts to maintain integrity of sports and consumer protections in the wake of legalized sports betting; and others. Maureen is a founding member of the Business Advisory Board for the American Irish State Legislators Caucus (AISLC) and also provides association management support for the Institute for State Policy Leaders (ISPL). Her work has encompassed both the public and private sector, advising organizations on their strategic planning, public policy, communications, and outreach strategies. Maureen is also an accomplished speaker, state affairs expert, and media commentator. Her passion is mentoring young people interested in the profession of advocacy. Her projects have spanned all fifty states. Maureen came to MultiState after four years at the Council On State Taxation (COST), where she served as COST's head of federal and state government affairs. She represented COST before federal lawmakers and numerous state policy groups, including the National Governors Association (NGA), the National Conference of State Legislatures (NCSL), the Council of State Governments (CSG), and other advocacy organizations. Maureen is the past Vice President of the NCSL Foundation for State Legislatures and remains active in and served in leadership as the past President of the State Government Affairs Council (SGAC). Prior to COST, Maureen spent 12 years at the National Retail Federation, where she was NRF's Vice President, Government and Industry Relations Counsel. She also held positions in state government relations as policy director and counsel for the International Franchise Association, for the Grocery Manufacturers Association (now the Consumer Brands Association), and for a coalition of advertising associations. Maureen began her career in government affairs as a legislative policy and constituent affairs director in the state legislature for members of both the Michigan House of Representatives and the Michigan Senate. She earned dual undergraduate degrees from Michigan State University (political science and communications), and a J.D. from Thomas Cooley Law School. She is a member of the Virginia State Bar. Maureen resides in Fairfax, VA, with her husband and has two fully independent adult sons.
