Phil Brown

Phil Brown joined MultiState as an Associate in 2026. Prior to MultiState, Phil served as Director at Sirona Strategies, a consulting and lobbying firm specializing in health care issues. In this role, he monitored legislative and regulatory developments and produced client-facing deliverables such as policy memos, briefing materials, and a weekly health policy newsletter. He also tracked mental health policy actions at the federal, state, and local levels for multiple clients, focusing on substance use and suicide prevention. 

Prior to this, Phil supported administrative operations and client relations at Simon&Co., another health care consulting firm. As Executive Assistant, he coordinated meetings with clients and maintained tracking systems for office operations and expenses. He also supported client engagement by drafting policy newsletters, summarizing congressional hearings, and coordinating advocacy letters for approximately 60 stakeholder organizations.

Phil holds a Master of Public Policy from American University and a Bachelor of Arts in Political Science from Vassar College, where he also ran cross country and track. He was born and raised in Connecticut but now lives in Washington, DC with his cat, Mako. In his free time, he enjoys running, playing the mandolin, and listening to political podcasts.
