Major Lobbying Compliance Provisions in New York’s 2026 Executive Budget

New York increased its lobbyist registration fees to a flat $250 per year, eliminating the previous prorated structure that charged $200 in the first year and $100 in the second year of the biennial cycle. Starting in the 2027-2028 biennial period, lobbyists in New York will face $25 per day penalties for failing to complete mandatory training every two years, as COELIG gains enforcement authority over lobbying compliance requirements. The state extended its procurement lobbying guidelines through July 31, 2028, but did not raise the $50,000 monetary threshold for procurement lobbying despite the governor's initial proposal to increase it to $150,000. COELIG requested the registration fee increases to fund technology upgrades and fill budget gaps while maintaining its enforcement of lobbying compliance throughout New York.
